Puntland, Jubaland accuse the Somali Federal Gov’t of Committing power abuse

Puntland and Jubaland Presidents, Saed Abdilahi Deni and Ahmed Mohamed Islam alias Ahmed Madobe held a Consultative Meeting in Garowe, Puntland’s administrative seat which commenced on June, 23 and lasted until June, 25, 2025.

The meeting focused on the current situation in Somalia particularly in the security, the fight against Al-Shabab and ISIS, the political uncertainty pertaining to the state-building, and the current Somali Federal Gov’t leadership clearly violated the country’s transitional constitution.

They issued a Communique consisting of 11 points.

  1. The conference commends the achievements that Puntland, Jubaland authorities and their populace made on the fight against Al-Shabab and ISIS. These achievements are examples that Somalia can liberate the country from the enemy and those foreign terrorists who invaded the country. These can be achieved if there is unity and Somalia gets honest leadership. In addition, the conference hails efforts which are aimed against Al-Shabab in which the Somali National Army (SNA) and local defense forces are waging the war against the militant groups in central Somalia.
  2. They stand for the unity and togetherness of the Somali populace and the country agreed upon to unite in order Somalia to build a state based on the Federal System, democratic process, and peace, while in consideration to the transitional constitution which was created in 2012. They called on the Somali Federal Gov’t to honor the constitution that has been unanimously agreed upon.
  3. They agreed on that the transitional constitution amendment is null and void. The agencies of the Federal Gov’t do not have the power to make changes to the foundations of the constitutions which are the pillars of the state in which it was agreed upon, and which is in line with the constitution that was established in 2012. They said that the only way the constitution can be amended is through a referendum. Therefore, they do not recognize the changes made to the constitution.
  4. They called on the application and safeguarding of the constitution at the federal and regional levels. In accordance with article 142, the Federal Member states will apply the powers given by their constitutions besides the constitution of the Federal Gov’t.
  5. They called on the other Federal Member States to hold parliamentary and presidential elections, and appoint electoral commission which are in line with the laws governing the elections in their respective regional state.
  6. In order to decentralize the rule, to implement the democratic process as in line with the transitional constitution and the constitution of the Federal Member States, the conference urges that regional administrations that do not hold the local council elections must hold direct elections, and they have to appoint electoral commission for the one-man one-vote as Puntland did. Puntland authority is ready to assist other Federal Member States to implement the one-man one-vote and can provide expertise and formulation of election laws.
  7. They called on the incumbent Somali President to respect the constitution which was unanimously agreed upon in 2012 which also safeguards the unity and togetherness of the Somali populace. They called on him to listen the calls from the officials and the Somali intellectuals in order to rescue the state building.
  8. The conference hails the efforts undertaken by the Salvation and National Rescue Council and other leaders who are preoccupied to overcome the political uncertainty, the security and to hold an inclusive elections that will be held on time.
  9. It hails the efforts undertaken by the diplomats and friends of Somalia who are keen to build the state to be inclusive. They confirm that the Somali Federal Gov’t will not represent them on the decisions that they are not part of it. Therefore, they urged the int’l community to review the way funds are channeled to Somalia. They further called the int’l community to directly deal with the Federal Member States until a decision is reached on sharing the funds, natural resources and power.
  10. They condemn that the Somali Federal Gov’t politicized and misappropriated the funds that the int’l community earmarked for Somalia. The Somali Federal Gov’t uses it as a political weapon, incite the communities in order to instigate unrest in the Federal Member States.
  11. They confirm that the Somali Federal Gov’t committed power abuse in regard to the transitional constitution of the Somali Federal Gov’t particularly the airspace administration in which it used as a vehicle to harm the life of the people that reside in Federal Member States that have disagreements on political views.
