Somaliland Ministry of Finance Launches SLFMIS at Hargeisa General Hospital

The Somaliland Ministry of Finance and Economic Development has launched the implementation of the Somaliland Financial Management Information System (SLFMIS) at Hargeisa General Hospital, as part of broader plans to modernize financial management across government institutions.

The implementation of this system aims to establish a modern, efficient, and accountable financial framework that operates based on accurate data and standardized procedures. Hargeisa General Hospital will utilize the new system to manage budgets, revenue, expenditures, payments, procurement and contracts, staff salaries, assets and inventory, as well as the preparation of financial reports.

The Ministry announced plans to extend the SLFMIS to all government hospitals across Somaliland’s six major regions, as part of its initiative to roll out this financial management system to government institutions. The implementation of this project was preceded by activities such as Business Process Re-engineering (BPR), the preparation and organization of financial data, staff training, and alignment with Public Financial Management (PFM) requirements.

The Ministry stated that the preparation and implementation process spanned 25 days, integrating modern technology, staff capacity building, and the restructuring of work processes.

SLFMIS is described as a system designed to enhance transparency, accountability, and financial data management within government institutions; it is also expected to facilitate decision-making and the timely preparation of financial data.
