On Monday, the Ministry of Local Government and Urban Development officially announced that the Hargeisa Local Council would hold an extraordinary meeting to discuss a motion to dismiss the Deputy Mayor, Mr. Khadar Ahmed Omar. The letter, dated May 11, 2026, from the office of the Minister of Local Government, Mr. Hassan Du’ale Ma’alin, stated that the ministry has accepted a request from eight local councilors from Hargeisa Municipality. The meeting is scheduled for Monday, May 12, 2026 at 7:30 in the morning. The councilors’ letter to the mayor and concerned agencies cited Article 51 of the Governance Law and Somaliland Districts (Lr. 23/2019), which grants the council the power to dismiss the Deputy Mayor. The councilors who submitted the motion argue that the Deputy Mayor has failed to address ongoing conflicts within the Hargeisa local council and has been blamed for political and community divisions in the capital. The meeting’s agenda includes a debate and vote on the dismissal of the Deputy Mayor, with plans to elect a new leadership if the motion is successful. The eight councilors who signed the motion are: 1. Abdi Mohamed Farah 2. Adan Jama Hadi 3. Faisal Abdirahman Hersi 4. Muhumed Mohamed Abdi 5. Hussein Ibrahim Adan 6. Yasin Omar Abdi 7. Abdifatah Hassan 8. Aidarus Osman Mohamud. These councilors believe that urgent legal action is necessary to address the situation within the Hargeisa Local Council. The motion comes at a time when conflicts within the council have intensified and affected its operations in the capital of Somaliland.
