The instructions are based on efforts to improve accountability, transparency, and effectiveness of development programs in the country.
The directive in essence is to strengthen cooperation between the Ministry, government agencies, international organizations and development partners, to ensure the transparency and effectiveness of development projects.
The Ministry of Planning and National Development has already taken steps to strengthen administrative and development systems, hence the instructions are part and parcel of the efforts to bolster and improve the planning and evaluation procedures of projects and their implementation in the country.
