The 63rd session of the Council of Ministers of the Republic of Somaliland, chaired by President Abdirahman Mohamed Abdullahi Irro, convened at the Presidential Palace in Hargeisa to discuss key national priorities, including security, economic performance, regional stability, livestock exports, and the successful commemoration of Somaliland’s National Day on 18 May.
National Security and Stability
The Minister of Interior and National Security, Hon. Abdalle Mohamed Arab, presented a comprehensive briefing on the country’s overall security situation, affirming that Somaliland remains peaceful, secure, and stable, with no incidents threatening public order or national stability reported across the country. The Minister further noted that the nationwide celebrations marking Somaliland’s National Day on 18 May were conducted peacefully and with remarkable public participation. He commended the exemplary role played by the national security forces, government institutions, regional and district administrations, and the people of Somaliland in ensuring the smooth and dignified observance of the historic occasion.
Economic Outlook and Development Cooperation
The Minister of Finance and Economic Development, Hon. Abdillahi Hassan Adan, briefed the Cabinet on the country’s economic outlook and the impact of ongoing conflicts in the Middle East on customs revenue projections during the past three months. Despite external economic pressures, the Minister confirmed that domestic revenue collection continues to meet government expectations. He also highlighted the steady progress of development projects financed by the World Bank and the African Development Bank, attributing these achievements to enhanced institutional coordination, transparency, and constructive engagement with international financial partners.
Security Situation in Eastern Sanaag
The Minister of Investment and Industrial Development, Hon. Said Sheikh Mohamed Burale, delivered an update on the security and stability of eastern Sanaag Region. He reported that the situation remains calm and stable following recent localized disturbances, while ongoing efforts by the Government, security agencies, and traditional leaders continue to strengthen peacebuilding and social cohesion within the affected communities. The Minister praised the responsible role demonstrated by local communities in safeguarding peace, unity, and coexistence, and recommended expanded government investment in social services and development programs across the region.
Livestock Export Sector and Trade Infrastructure
The Minister of Livestock and Rural Development, Hon. Dr. Omar Shucayb Mohamed, informed the Cabinet that Somaliland’s livestock export sector continues to perform strongly, with export demand and market prices rising significantly during the Hajj season. The Minister also outlined existing challenges facing the sector and their potential implications for Somaliland’s livestock export supply chain. He proposed a series of strategic measures aimed at enhancing livestock quality standards, facilitating export procedures, and safeguarding Somaliland’s access to international livestock markets. In particular, the Minister emphasized the strategic importance of establishing a dedicated livestock export terminal at the port to further strengthen Somaliland’s competitiveness in live animal exports to Middle Eastern markets and expand associated trade and logistical services.
Review of the 18 May National Day Celebrations
The Minister of the Presidency, Hon. Khadar Hussein Abdi, who also serves as Deputy Chairperson of the National Day Organizing Committee, briefed the Cabinet on the successful nationwide commemoration of Somaliland’s National Day on 18 May. He stated that the celebrations were marked by widespread participation across all regions and districts of the country, reflecting a strong sense of patriotism, unity, discipline, and national pride among the people of Somaliland. The Committee also expressed appreciation for the contributions of the security forces, local administrations, and the public in ensuring the success and significance of the national celebrations.
Conclusions of the Cabinet Session
At the conclusion of the meeting, the Council discussed the formal presentation of credentials by Somaliland’s Ambassador to Israel to the President of Israel, Isaac Herzog, marking the official commencement of operations of the Somaliland Embassy in Israel. The Council further reaffirmed the importance of strengthening national security, unity, and social cohesion, while underscoring the need for sustained coordination and consultation among government institutions. In response to increasing misinformation and hostile propaganda directed against Somaliland’s sovereignty and statehood, the Cabinet resolved that the Government shall maintain a unified national voice to safeguard the interests, dignity, and sovereignty of the Republic of Somaliland.
