The Parliament of Somaliland, comprising the House of Representatives and the House of Elders (Guurti), has issued a statement supporting the diplomatic initiatives of Somaliland President Abdirahman Mohamed Abdullahi (Cirro), particularly those concerning the Somaliland cause and the pursuit of international recognition.
The statement, dated September 23, 2026, notes that the decision is based on factors cited by the Parliament regarding Somaliland’s history, its constitution, and the will of its people. It also acknowledges the diplomatic roles played by the President and the Ministry of Foreign Affairs.
The Parliament highlighted that Somaliland possesses a system of governance rooted in democracy, stability, and elections, noting that the territory regained its independence on May 18, 1991. The statement further points out that, since that time, Somaliland has established its own unique government institutions and political system.
Additionally, the statement calls upon the international community to thoroughly evaluate Somaliland’s history and circumstances, emphasizing that the issue of Somaliland encompasses historical, legal, and political dimensions. He also proposed strengthening Somaliland’s relations and cooperation with international nations and organizations.
In the statement, the Parliament expressed support for the diplomatic efforts of the President and Somaliland delegations, specifically highlighting the need to further strengthen ties with the United States—including the U.S. Congress—and other international partners. It also urged international nations and organizations to enhance cooperation in the areas of politics, security, the economy, and development.
Furthermore, the Council affirmed its support for efforts to restore Somaliland’s international relations and access to aid, while upholding peace, security, and social harmony. The statement added that Somaliland seeks to maintain its engagement.
