Somaliland Cabinet Receives Positive Economic Briefing and 2026 Budget Update

Republic of Somaliland’s State Minister of Finance Hon. Ismail Mowliid Abdillahi delivered a comprehensive briefing to the Somaliland Cabinet today, highlighting the nation’s resilient economic performance amid global challenges, strong revenue collection in 2025, and the submission of the 2026 national budget.

The briefing covered Somaliland’s economic outlook, with emphasis on steady government revenue growth from January to November 2025. Projections indicate a potential year-end surplus, reflecting improved fiscal discipline and tax compliance. The State Minister also addressed the global economic climate, noting ongoing disruptions from conflicts and supply-chain issues impacting domestic markets.

In a key update, Hon. Abdillahi announced that the 2026 Budget has been formally submitted to the House of Representatives, with expectations for prompt parliamentary review and approval to support continued development priorities.

Additionally, the Cabinet was informed of valuable insights gained from a recent study tour to Rwanda, aimed at enhancing public financial management.

Key lessons included the effective implementation of Integrated Financial Management Information Systems (IFMIS) at national and district levels, advancements in modern tax administration—such as e-tax filing, electronic billing, and mobile money integration—performance-based budgeting, e-government services, human capacity building, and robust anti-corruption measures.

These Rwanda-inspired reforms will guide the Ministry of Finance’s ongoing efforts to modernize financial systems, boost transparency, and drive sustainable economic growth in Somaliland.

The Cabinet welcomed the briefing, expressing strong support for accelerating digital transformation and financial modernization initiatives across government institutions.

Somaliland continues to pursue public financial management reforms, including IFMIS adoption, to strengthen governance and economic resilience.
