The resolution, read by Speaker Rt. Hon. Yasin Hagi Mohamoud Hir, describes Israel’s decision as a “historic milestone” and a “courageous and principled act” that reaffirms Somaliland’s democratic aspirations and decades-long struggle for recognition since reclaiming its independence in 1991.

The text praises Israel as a “beacon of foresight and moral courage,” noting that it was the first nation to recognize Somaliland’s brief independence in 1960 and has now done so again. It highlights Somaliland’s stable democracy, respect for international law, human rights, and commitment to the UN Charter.

The parliament called on all states and international organizations to respect Somaliland’s right to self-determination and urged them to follow Israel’s lead in granting recognition. It warned that interference in Somaliland’s affairs would undermine international law and the will of its people, while congratulating Somaliland’s leaders and citizens for their sacrifices and governance that transformed the region into a model of stability.

The resolution passed by the Somaliland House of Representatives reads as follows:

Today, in a historic session, the House of Representatives unanimously adopted the following resolution:

The Parliament of the Republic of Somaliland warmly welcomes and fully endorses the historic decision by the State of Israel to recognize the sovereignty and independence of the Republic of Somaliland. This courageous and principled act marks a significant milestone in our nation’s journey towards full international recognition and affirms the legitimacy of our democratic aspirations.

With this momentous declaration, the State of Israel has once again demonstrated its unique role as a beacon of foresight and moral courage in the international community, just as it did on 26 June 1960, by being the first nation to extend this hand of friendship and diplomatic acknowledgement, Israel has validated the decades of unwavering struggle, immense sacrifice, and steadfast belief in justice that have defined the Somaliland narrative since 1991.

We call upon all States and international organizations to respect the inherent right of the people of Somaliland to recognition and self-determination. We call upon all States to follow the rightful path justly paved by Israel.

Interference in Somaliland’s sovereign affairs will undermine the principles of international law and the democratic will of our citizens. We urge all parties to engage constructively and support Somaliland’s legitimate quest for recognition, stability, and development. The case of Somaliland including its stable democracy is a success story for the whole World.

We also congratulate and honor the successive governments and leaders of Somaliland since 1991, whose dedication, sacrifice, and prudent governance nurtured this nation from the brink of annihilation to a beacon of stability and hope in a troubled region. Today’s recognition is the fruit of their vison and effort of Somaliland citizens.

The Republic of Somaliland reiterates its unwavering commitment to upholding international law, the principles enshrined in the United Nations Charter and the norms of peaceful coexistence among nations. Our statehood is rooted in democratic ideals, human rights, respect to international law and adherence to global standards of justice and equality.

With the highest esteem and in a spirit of enduring friendship,

Rt. Hon. Yasin Hagi Mohamoud Hir

Speaker, House of Representatives Republic of Somaliland
