The 7th Council of the Somali Regional State of Ethiopia has once again approved Mr. Mustafe Muxumed Cumar to continue serving as the President of the Somali Regional State (SRS).

The approval of Mustafe Muxumed Cumar took place during a session of the 7th Council, where members decided that he should continue to lead the regional administration.

Mustafe Muxumed Cumar assumed the leadership of the SRS on August 22, 2018, amidst a period of significant political change in the region following the removal of the incumbent president, Abdi Mohamoud Omar.

Since taking office, Mustafe Muxumed Cumar has led the Somali Regional State for nearly eight years, making him one of the longest-serving regional leaders in recent times.

In October 2021, the Somali Regional State Council re-elected Mustafe Muxumed Cumar as the head of the regional administration after his party won the regional election.

During his tenure, President Mustafe’s administration has focused on areas such as security, the improvement of social services, and development projects. Reports on his leadership also note that development projects and investments within the region were implemented during his tenure.

This new confirmation allows Mustafe Mohamud Omar to continue leading the Somali Regional State, with the expectation that his administration will press ahead with plans regarding development, social services, and regional investment.

The President of the Somali Regional State of Ethiopia, Mustafe Muxumed Cumar, appointed the regional administration’s new Executive Council today, following his re-election as Regional President by the 7th Regional Council.

The Council of the Somali Regional State of Ethiopia has approved six representatives to the Ethiopian House of Federation (FDRE), following a meeting of the region’s 7th Council.

The approved representatives include the President of the Somali Regional State, Mustafe Muxumed Cumar, who was also re-approved today to continue leading the regional administration.

Additionally, the Council approved Ibrahim Osman Farah, the Deputy President of the Somali Regional State, and Engineer Mohamed Shalle Isxaaq, the Head of the Somali Prosperity Party office, as regional representatives.

The list also includes Abdirahman Ahmed Hassan, Head of Political Affairs and Capacity Building for the Somali Prosperity Party, and Mubashir Dubad Raage, the Speaker of the Somali Regional State Council.

The sixth representative is Ms. Xanaan Cabdow, the Deputy Speaker of the Somali Regional State Council.

The Ethiopian House of Federation is one of the two chambers of the Ethiopian Federal Parliament, with members representing the country’s regional states and the capital city. The House plays a role in constitutional matters and the representation of the interests of the federal regional states. The approval of these sixty representatives means that the Somali Regional State will have new representatives in the Ethiopian Federal Council; the approved members are drawn from the region’s senior leadership, the Council of Representatives, and the Somali Prosperity Party.

 

The new Executive Council comprises 27 bureaus tasked with overseeing various sectors of administration, social services, the economy, development, and social affairs. These appointments are part of the formation of the new government led by President Mustafe.

Dr. Xuseen Cabdullahi Qaasim was appointed to the Office of the President, while Cabdiqaadir Rashiid Ducaale was appointed to the Bureau of Security. Additionally, Maxamed Muuse Guure was appointed to the Bureau of Finance, and Khadiir Cabdiraxmaan Axmed was appointed to the Bureau of Justice.

Regarding social services, Maxamed Sheekh Aadan Ismaaciil was appointed to the Bureau of Education and Dr. Muuse Axmed Ibraahim to the Bureau of Health, while Siyaad Nuur Cabdi was appointed to the Bureau of Water. Ibraahim Xasan Cali was appointed to the Bureau of Livestock, and Guuleed Axmed Cali was appointed to the Bureau of Agriculture. Regarding the economy and development, Faysal Rashiid Cumar was appointed to the Office of Skills and Job Creation, Hussein Gaydh Ahmed to the Office of Revenue, and Omer-Farouk Haji Warfaa to the Office of Planning, while Hibo Ahmed Omar was appointed to the Office of Commerce. Khadra Bashir Mohamud will lead the Office of Investment and Industry.

For offices related to economic infrastructure and urban development, appointments included Mohamed Fatah Mohamed to the Office of Irrigation, Idiris Muse Abdi to the Office of Roads, and Ahmed Shukri Abdi to the Office of Urban Development. Mohamed Ali Dahir (Gurey) was appointed to the Office of Innovation and Technology, while Fadumo Abdirisaq Adow was appointed to the Office of Minerals and Petroleum.

Regarding information, culture, and tourism, Dr. Abdi Ahmed Hassan (Abdirauf) has been appointed to the Information Office, while Ayaan Mohamed Mohamud has been appointed to the Culture and Tourism Office. Halima Hassan Mohamud will lead the Women’s Affairs Office, and Ayaan Abdi Mohamed has been appointed to the Civil Service Office.

Additionally, Ahmed-Yasin Sheikh Ibrahim Abdi has been appointed to the Disaster Management Office, Eng. Muhyadin Abdi Hussein to the Social Affairs Office, and Mohamed Mahdi Adan to the Youth and Sports Office. Hani Mohamed Khayre has been appointed to the Environmental Protection and Climate Change Office.

The appointment of the Executive Council follows the re-approval of Mustafe Muhumed Omar today as the President of the Somali Regional State. Mustafe has held the presidency of the region since August 2018 and was re-elected to lead the region in 2021; he is now commencing another term leading the regional administration.

The new Executive Council thus assumes responsibilities spanning the sectors of security, the economy, education, health, agriculture, livestock, water, infrastructure, investment, social services, youth affairs, and environmental protection. This appointment marks the first step in establishing the new administration led by Mustafe Muhumed Omar.
