Mr. Abdirashid Janan, who was recently appointed by Somalia’s Federal Government as the Head of NISA operations in Jubaland in July 2025, announced on Tuesday that he will engage peaceful dialogue with Jubaland regional administration, and the news is a clear indication that troops stationed in Gedo region have turned their back on the Somali Federal Government.
Furthermore, the Somali Federal Government also appointed him as the Head of Security in Gedo region, and his appointment came after the dispute between the Somali Federal Government and Jubaland administration escalated.
The protracted dispute emerged in October 2024, which resulted in the Somali Federal Government taking over most of the districts in Gedo region in 2025, while deploying forces that operate under her orders.
He stated that he was the highest Commander of the Forces loyal to the Federal Government in the region, and that it pained him that they were not being granted their rights. Abdirashiid Hassan Abdinur said, “I empathize with the soldiers’ plight. That situation posed numerous challenges for us.”
He disclosed that they decided to commence peaceful talks with Jubaland authority so that the forces stationed in the outskirts of Beled-Hawo District and Jubaland forces do not fight again. He went on to say that the peace plan would facilitate the armed forces operating in that region in securing their rights.
Abdirashiid Janan said, “A soldier—whether federal, from the Intelligence Agency, the Somali Police, or the National Army— remains exactly that. Anyone who does not fall into those categories will be given a different designation and provided with entitlements.”
Janan added, “We are entering into an agreement with those men—-acknowledging things they stand— and we will introduce a mutually agreed framework. Committees are being formed, and we are working towards a genuine reconciliation to resolve the conflict between the forces that fought.”
These remarks from Abdirashiid Janan came at a time when the dispute between the Somali Federal Government and Jubaland administration escalated and remains unresolved.
