The Ministry of Finance and Economic Development of the Republic of Somaliland has officially launched a transformative initiative aimed at unifying revenue collection processes across independent agencies and the central government.
The Unified General Receipt (GR) Program was inaugurated on Thursday, December 25, 2025, during a ceremony held at the Ministry headquarters. The event was presided over by Minister of Finance and Economic Development Hon. Abdillahi Hassan Aden.
The program seeks to standardize all types of receipts and revenue collection documents used by independent government agencies, while simultaneously reviewing and modernizing the General Receipt (GR) system employed by the central government. By implementing a single, integrated, and efficient system, the initiative is designed to align with modern global standards for public financial management.
The launch was attended by high-ranking officials, including the Auditor General of the State, the Director General of the Ministry of Finance, the Accountant General of the Government, the Chairman of the Public Procurement Authority, the Manager of the Petroleum Oil Terminal-BOT, the Deputy Director National Printing Agency, and representatives from other relevant institutions.
In his address, Minister Abdillahi Hassan Aden underscored the critical importance of a unified revenue system to ensure accurate recording and management of state funds in full compliance with national laws and regulations. “This program represents a vital step in our broader financial reform agenda and our ongoing efforts to modernize Somaliland’s revenue management,” the Minister stated.
The initiative is expected to enhance accountability, operational efficiency, and transparency in financial processes. It will also help minimize administrative errors, prevent fraud, and increase public confidence in the government’s financial system.
Other speakers at the event welcomed the program and reaffirmed their full commitment to its successful implementation and enforcement, emphasizing the need for strong inter-agency collaboration to achieve complete accountability.
